The Police Department would not be complete without the work performed by the various Administrative Support personnel. These are the people often found behind the scenes managing the numerous duties and tasks required to maintain an efficient operation.


Administrative Assistant to the Chief of Police: Jody Riley is responsible for all clerical duties for the Chief of Police. Some of these administrative duties include monitoring the Chief’s calendar of appointments, transcription tasks, processing the payroll for all employees and tending to confidential matters as needed. The Administrative Assistant is well-versed in various computer programs and applies this to the development of the Oshkosh Police Department quarterly newsletter, Department brochures, and preparing presentations as well as working with many other special projects.

Office Manager, Jim Burrows, is directly responsible for scheduling and supervising 18 employees and is charged with maintaining all Police Department records. Another primary responsibility of the Office Manager is to assist with the development and management of the Police Department’s budget as well as coordinating departmental purchases and processing payroll. The Officer Manager is also the TIME System coordinator. The TIME System is an international electronic communication system that allows law enforcement agencies to receive and send information reference stolen property, wanted or missing people and other police related matters.

Records Clerks: Gerry Haverty and Julie Gumz are responsible for various administrative tasks primarily relating to open records requests. The Oshkosh Police Department processes over 12,000 requests for open records (reports) annually as well as 2,000 TIME System record updates. The Records Clerks also enter data for approximately 2, 700 crash reports and conduct preliminary background records checks for citizenship, adoptions, employment and other legal issues.

Court Liaison Clerks: Barb Ziegenhagen and Colette Schaffer process all the administrative paperwork related to arrests made by Oshkosh Officers. This includes all traffic citations, municipal ordinance arrests as well as misdemeanor and felony arrests. They are responsible for over 16,000 court dispositions annually.

Computer Operator: Mary Lou Degner serves as the administrator for the Department’s “Law Enforcement Records Management System” more commonly referred to as LRMS. As administrator for LRMS, the Computer Operator conducts LRMS training for new employees and also prepares Crime Analysis Reports and processes over 200 MEG Unit arrests.

Word Processors: The Word Processors are responsible for transcribing over 18,000 incident reports each year. Officers dictate police reports and the Word Processors transcribe these reports and enter the data into LRMS. They also enter data related to traffic citations and field contact information gathered by officers.

Telecommunications Clerks: Telecommunications Clerks will often be the first people you meet when visiting or calling the Police Department. They staff the reception desk 24 hours a day each day of the year and are responsible for answering non-emergency telephone calls, providing customer service assistance and assisting officers with requests for information. They are a tremendous resource for both citizens and officers. Some of their primary duties include entering data for officers to respond to calls for service, selling parking permits, scheduling fingerprinting appointments, assisting with forms for records requests and parking ticket appeals and answering a variety of questions about the Police Department and activities in the Safety Building. They also manage administrative duties for the TIME System and records management system.
