Subject:      Internet Crimes Against Children (ICAC) Investigation Leads to Arrest

OSHKOSH, WI (February 11, 2026): The Oshkosh Police Department has conducted an investigation into child sexual abuse material (CSAM). On February 11, 2026, Detectives arrested a 53-year-old male from Oshkosh. He was transported to the Winnebago County Jail for three counts of Possession of Child Pornography.

On February 11, 2026, Oshkosh Police Detectives and Vice and Narcotics Unit Investigators executed a residential search warrant in the 1100 block of Moreland Street in Oshkosh. The search warrant stemmed from an investigation of a cyber-tip through the National Center for Missing and Exploited Children (NCMEC), being referred to the Oshkosh Police Department. The investigation into the cyber-tip reported media depicting child sexual abuse material (CSAM), commonly referred to as child pornography.

Investigators reviewed content on a laptop and located three separate videos of child pornography. The defendant acknowledged during an interview that there would probably be more than one thousand images and videos of child pornography on the laptop.  Detectives will be seeking the assistance of the WI Dept. of Justice – Division of Criminal Investigation – Digital Evidence Unit to further the investigation by examining the laptop for further content of CSAM.

The Oshkosh Police Department was assisted by the Wisconsin Department of Justice – Division of Criminal Investigation – ICAC Task Force in this investigation.  Nationally, task forces such as this engage in proactive and reactive investigations dedicated to the arrest and prosecution of those involved in child abuse and exploitation on the Internet.
