August 22, 2026

Investigators with the Oshkosh Police Department’s Vice and Narcotics Unit (VNU) received information regarding contraband being introduced into the Oshkosh Correctional Institution (OSCI), located at 1730 W. Snell Road in the City of Oshkosh. In coordination with OSCI staff, VNU initiated two separate investigations.

These interdiction efforts reflect an ongoing partnership between the Oshkosh Police Department and OSCI focused on preventing illegal drugs and other contraband from entering the institution. Introducing controlled substances into a correctional facility creates significant safety and security risks for both staff and inmates.

On June 28, 2026, at approximately 1:30 p.m., VNU investigators contacted a 42-year-old Cleveland, Ohio, woman inside OSCI as she attempted to visit an inmate. Investigators located two small clear plastic bags concealed on her person. The bags contained tobacco and multiple oxycodone hydrochloride pills.

The woman was referred to the Winnebago County District Attorney’s Office for a charge of Delivering Articles to an Inmate. The 35-year-old male inmate she intended to visit was also referred to the District Attorney’s Office for Party to the Crime of Delivering Articles to an Inmate.

On August 18, 2026, at approximately 11:20 a.m., VNU investigators contacted a 58-year-old Sturtevant, Wisconsin, woman inside OSCI as she attempted to visit an inmate. Investigators transported the woman to a local hospital, where two balloons were recovered from her person. The balloons contained multiple Suboxone sublingual strips.

The woman was arrested and booked into the Winnebago County Jail on a charge of Delivering Articles to an Inmate. The 30-year-old male inmate she intended to visit will be referred to the Winnebago County District Attorney’s Office for Party to the Crime of Delivering Articles to an Inmate.

The Oshkosh Police Department remains committed to protecting the community and supporting the safety and security of local correctional facilities. VNU will continue to work closely with OSCI and other corrections partners to identify, investigate, and prevent attempts to introduce illegal drugs into correctional institutions.
